Memorandum by the Colonial Treasurer?
The point in dispute is virtually whether the
accounts were or were not "rendered by my letting the Local
Auditor have certain books and vouchers, in answer to his request,
previous to my being satisfied that the books were correctly
closed for the year. I only let him have them for convenience and
had I known he was going to construe such action as rendering the
Accounts for the year I should not have sent them.
As a matter of fact the point is a purely
technical one and it does not matter for the future how it is
decided inasmuch as I shall take precautions against any such
misunderstanding,
